Additional information

Actual car companies seem to struggle to even develop modern in-car software (e.g. VW ID 3). Or is it even possible that Waymo will license its AV-Software to OEMs like it does with Android and smartphones?

Good question and we might actually see that in the future.
Established OEMs still have the advantage that they know how to produce high volume cars at high quality. Tesla for example had big issues when going for mass production. On the other hand, tech companies know better how to develop valuable software. I wont be surprised to see further partnerships in the future.
