If you refer to the "state of great activity" in the sense of the word, I would say yes and no.
You will definitely have more on your to-do list as a consultant than in a regular nine to five job. However, I have never experienced blind activism determining your day. According to my understanding, management consulting is primarily about analyzing the needs of your customers and finding a well thought-out solution together with them.
